The research entitled Comprehensive Occupational Health and Safety Plan seeks to propose a thorough risk assessment framework. This framework serves as a vital tool for identifying and evaluating numerous workplace hazards associated with different job roles within the organization. The primary objective is to minimize exposure to these significant risks, enhance employee well-being, and ensure compliance with important regulations in Ecuador. The proposal encompasses the creation of effective preventive measures and safety protocols, integrating medical surveillance and ergonomics programs, and ensuring strict adherence to existing legal standards. The methodology used in this study is descriptive, featuring a non-experimental design and a mixed-methods approach. Data collection was grounded in a robust deductive framework, utilizing ISO 45001 standards alongside Ecuadorian legislation. Various qualitative techniques, including detailed interviews and observational assessments of risk, were employed, along with an extensive review of safety regulations and a risk analysis related to the PTAR Structure Assembly project. The results revealed significant deficiencies in safety management, including the lack of standardized protocols and insufficient training opportunities for staff. In response to these important findings, a comprehensive plan was crafted. This plan outlines preventive measures, provides training, establishes effective monitoring of occupational health, and incorporates internal audits to promote a safe working environment while ensuring compliance with legal requirements. By executing the proposed plan, the organization aims to markedly lower the risks of workplace accidents, foster a culture of prevention, and improve overall working conditions, thereby safeguarding employee well-being and enhancing the operational effectiveness of the construction company.
